William Robert “Bill” Farmer is a comedian, impressionist, and voice actor from the United States. Since 1987, he has provided the voice for Disney’s Goofy, the role for which he is best known. Since 1988, 1990, and 1994, he has been the current voice of Pluto, Horace Horsecollar, Practical Pig, and Sleepy. He has held these roles since 1988.
Bill Farmer, the second child in his family, was born on November 14, 1952, in Pratt, Kansas. His mother was from England, and his father was from Wales. He and his pals sometimes go through drive-thrus at fast food restaurants and order their food using voices he had created for his characters. In 1975, Farmer received his degree from the University of Kansas, where he participated in the Sigma Chi Fraternity before moving on to other endeavors.
After finding employment in radio and television while in college, he eventually transitioned into a career as an impressionist in stand-up comedy. Farmer worked as a doorman at a comedy club in Dallas, Texas, known as the Comedy Corner, in 1982. At the time, he was still doing stand-up comedy. He continued to work there until 1986, when he relocated to Hollywood.
A Dallas commercial representative influenced him to move to California by suggesting that, given his skill for voices, he should try his luck in California. As a result, he chose to go to California. He had only recently been married, but he and his new wife discussed the situation and worked something out. After he moved into his apartment, she continued to live in Dallas as he commuted for the following year.

Soon after relocating to Hollywood, he received a call inviting him to an open audition for the role of Goofy in the Disney film.
During his audition for the part, he researched how the original actor, Pinto Colvig, played the character of Goofy in classic cartoons. He paid close attention to the hysterical laugh and the unique “garnish.” Following his successful audition for the part, he took over as the voice of Goofy in January 1987 (and of Pluto in 1990 as well).
It was in Disney’s adaptation of “The Prince and the Pauper” that he first provided the voice of Horace Horsecollar, and he has continued to give that voice ever since. Additionally, Farmer provided extra voice work for the animated films The New Adventures of Mighty Mouse (1987) and Astro Boy (2004).
In the film RoboCop, released in 1987, Farmer had a supporting role as the reporter Justin Ballard-Watkins. Other notable roles he has portrayed include Yosemite Sam, Sylvester, and Foghorn Leghorn in Space Jam (1996). He has also played other special characters in other films. In addition, he has provided his voice for several characters in various games and television shows.
These include the Destroy All Humans! Series, Namco’s Tales of Symphonia (in which he provided the voice of Governor-General Dorr), the Kingdom Hearts series (in which he reprised the role of Goofy), Detective Date in the SEGA game Yakuza, Captain Wedgewood and Frill Lizard in Ty the Tasmanian Tiger, and many voices.
Farmer has also voiced the following characters: Secret Squirrel on Harvey Birdman, Attorney at Law in both the animated series and its spin-off video game; Stinkie in Casper. In the animated television series The 7D, produced by Disney and aired from 2014 to 2016, he performed the role of Doc, the leader of the titular characters. In the video game Kung Fu Panda, released in 2008, he also provided his voice for the Blackhoof Boar Clan Leader.
Farmer keeps the Laugh Factory in stitches with his stand-up comedy performances. He is responsible for providing the character “Hop-Pop” voice on Disney’s Amphibia.
